The Family Violence Reform Implementation Monitor (FVRIM) was appointed to undertake an independent legislative review of Parts 5A and 11 of the Family Violence Protection Act 2008 (Vic) i.e. provisions relating to:
- Family Violence Information Sharing Scheme (FVISS) (Part 5A)
- Central Information Point (CIP) (Part 5A)
- Family Violence Multi-Agency Risk Assessment and Risk Management Framework (MARAM) (Part 11)
This review looked at the operation and effectiveness of the legislative provisions, rather than the implementation of the FVISS and MARAM.

Chapter 4: Effectiveness of the Central Information Point in achieving its objectives
Examines the extent to which the legal provisions establishing the CIP are clear, the CIP purposes are being met and the legislative objectives of the CIP have been achieved.
Chapter 5: Clarity of legal provisions for the MARAM Framework
Looks at the clarity of the legal framework for the MARAM reforms, including Part 11, the legislative instrument approving MARAM and related regulations.
Chapter 6: Effectiveness of Part 11 in achieving its objectives
Considers the extent to which Part 11 has been effective in promoting consistency in identifying, assessing and managing family violence risks. Also looks at the effectiveness of annual reporting.
Chapter 7: Other issues and implementation challenges impacting on the Act’s effectiveness
Outlines challenges and concerns raised by stakeholders that were not directly connected to the provisions in the Act but that nonetheless impacted on the Act’s effectiveness.
Recommendations
The Monitor's report makes 16 recommendations aimed at strengthening the legal framework and improving the Act’s effectiveness.
